The Russian system of higher education has an ambitious goal: in situation of intense competition for human capital, double the number of foreign students in Russian universities by 2024. In addition to increasing the number of students, education export should become a significant part of the non-resource export of the Russian Federation and facilitate the development of territories. Another important task is the employment of foreign citizens graduating from Russian universities in Russian companies (both in Russia and abroad). It is necessary to identify the barriers that stand in the way of attracting talented young people from abroad to Russia to study and work. Accordingly, a Concept and a Program for Russian education promoting in the international educational market, as well as mechanisms for attracting foreign students to the Russian Federation should be developed, taking into account many factors, including geopolitical, linguistic, social and cultural.
