I'm using the Arc theme:
sudo pacman -S arc-gtk-theme
Icons are the Ubuntu communitheme (Yaru).

Unzip the folder and place it in the .icons folder on your Home folder.
Then you use Tweaks to select the icons. It's called Yaru.
The cursors I use is called Windows 8.1
