It was activating against bosses beforehand now it does not. Azurwrath still procs on bosses when they are no longer staggered but the burst is not stacking with the damage from the ring. These are my findings been messing with it for the past two days. hot fix from yesterday made changes with some interaction best I can tell. It still procs on elites and other monsters just not boss enemies.
