Assuming you have the permit for Sirius system. To get the permit, you need to do missions with Sirius Corp. I did some missions with them on Procyon system. Got the permit and then did the missions on Sirius system. Now to access Marco Qwent engineering hanger I need 25 Modular Terminals, which is a commodity only available as mission reward, mostly Passenger Missions.
