How to fix Windows error in which it failed to connect to a windows service. It cannot connect to the Group Policy Client Service. This tutorial is for Windows version 8.1.
The error message you will encounter reads as follows "Failed to connect to a windows service. Windows couldn't connect to the Group Policy Client service. This problem prevents standard users from signing in. As an Administrative user, you can review the system event log for details about why the service didn't respond."
This Group Policy Client service error can cause a lot of problems. Such as Google Chrome or other programs not opening, or taking a long time to open. Also some files may not open or again take forever to finally load. When I was encountering this problem it took over 10 minutes for Google Chrome to finally launch, and sometimes it would not launch at all. This also gave me a lot of trouble when trying to open broadcasting software such as OBS (Open Broadcasting Software) or XSplit.

This tutorial will be the same for 32 bit or 64 bit version of operating systems. However it may be a little different on different versions of Windows (such as Windows 7, Windows Vista, Windows XP, Windows 98)
The possible causes for this problem to start occurring are as follows:
Loss of power which would result in an improper shutdown.
Any other improper shutdown
Crash during windows update
