Housing Code of the Russian Federation, Article 3
1. The home is inviolable.
2. No one has the right to enter a home without the consent of citizens legally residing therein, except for the purposes provided for in this Code and in cases stipulated by other federal laws and in the manner or on the basis of a court decision.
3. Entry into a home without the consent of citizens legally residing therein is permitted in cases and in the manner stipulated by federal law, only for the purpose of saving the lives of citizens and/or their property, ensuring their personal safety or public safety in emergency situations, natural disasters, catastrophes, mass riots, or other extraordinary circumstances, as well as for the purpose of detaining persons suspected of committing crimes, preventing crimes in progress, or establishing the circumstances of a crime or accident.
4. No one may be evicted from their home or have their right to use it restricted, including their right to receive utilities, except on the grounds and in the manner provided for by this Code and other federal laws.
