Ushma is the northernmost settlement in the Sverdlovsk region (80 km to the nearest village), officially inhabited only by the Mansi (20-25 people). A small settlement of 10 houses on both banks of the Lozva River and two independent satellite payphones (one on each bank)—there are no other signs of a government. By law, Ushma doesn't exist—it's just forest. This situation is convenient for the local administration—no need to clear the road, no need for a first-aid station, no need for a store, no need for a post office, no need for electricity, no need for jobs.
