Brazil: This gang RULES | ATLAS
In parts of Brazil, the government no longer has much say. The Primeiro Comando da Capital gang, or PCC for short, is in charge. The PCC is known for violence, arms trafficking, bloody prison revolts, and drug deals. At the same time, they present themselves as bringers of peace and order. Have the favelas of São Paulo really become safer since the PCC took over? And why does this brutal gang, in some respects, seem almost more professional than any German authority?
