This is a gear cube. Despite what it looks like… it is fairly easy to solve.
Start with the corners, which are intuitive.
After this you can swap the edges on the M slice - R2 U R2 U
Once the edges are in place you rotate one side until the edges are orientated correctly and the puzzle is back in a cubing shape.
If you have flipped edges the perform RU x 3. This flips all edges in the E and M layers. Keep correct edges in the S layer.
