In my particular case: I first tried to install a Korg Minilogue XD and it wasn't working. Along with the Korg driver, Korg installs a tool to re-arrange Midi devices to get your Korg to show up in the first ten Midi driver slots. There are also online videos explaining how to modify your registry BUT: I think with the recent changes and gradual release of a new Windows midi/audio driver called "wdmaud2.drv" these recommendations may be obsolete and cause troubles (but if you know more, please comment and I will pin current applicable comments to the top). In the middle of setting up the Korg: I got my hands on a Sequential Take 5 keyboard which SHOULD be plug and play (no driver install required) and THEY INVENTED MIDI. But the Take 5 wasn't showing up in my DAW (Reaper) nor in other apps I tried which show available Midi input/output devices (such as the MidiView app). After much online research: I narrowed it down to the a simple solution for recent midi updates on Windows that require only two midi entries (midi and midi1) in the Drivers32 folder which point to the old Windows midi/audio driver wdmaud.drv and the new driver wdmaud2.drv (respectively). DON'T DO ANYTHING WILLY NILLY : I am showing what I did only to get some input from experts and share my solution IN THE HOPES THAT THE EXPERTS CAN FIX THIS ON ALL MACHINES : if you are not an expert and attempt to do what I did, it may not apply to your machine or your midi devices (which is why I suspect they aren't just updating all machines yet). SINCE I HAVE NEWER MIDI DEVICES (only the Minilogue XD and Take 5 and no others) my fix works for me.
