It's likely that this person "was" a patient. (Whether they were the patient themselves or a relative is irrelevant.)
He was probably angry about the medical treatment he didn't agree with, and wanted to claim that the medical fees were unfair.
The copycat site is likely the work of the same perpetrator.
(He himself reported that it was a self-promotion, but I personally don't believe it.)
It's not surprising that they were able to increase the number of keywords to be used so much just by copying.
The concept is almost identical, beyond the level of inspiration, and there are links to medical harassment. It's a long way off, but not too far off.
If medical harassment is real, there's no need to create a page like this. He should talk to the hospital, a lawyer, or a medical consultation association.
However, information of uncertain veracity is damaging to even innocent users.

I don't know if deleting the page will solve the problem, but
I hope the site creator is severely punished for defamation and business interference, and receives severe social sanctions.
