Gooigi can continue forward or as you approach dry land you can summon Googi as Luigi and send him thru the pipe on the left so he can be above you. Gooigi can run underneath the pipes with water - just time it so he doesn't get hit. Keep going until Googi gets to pull the ball and chain to open the spked door but watch out for the shark ghosts. Avoid them because one hit pops your floaty and you start over.
