With a use of Unity 3D character downloaded from Unity chain website (https://unity-chan.com/ ) , so I have pass the motion detected in webcam to the anime character

For character creation : either you can prefer the website for predefined character or you can create the same in respective tools like Unity_hub , Clip Studio paint , Live2D Cubism or as per your choice.
