Western intelligence services are warning of a Russian shadow war. Authorities have observed suspicious vessel movements in the Baltic Sea. Several European states may be targets of hybrid warfare.

Alleged Russian research vessels are repeatedly appearing unexpectedly near wind farms, in areas with submarines, and over gas pipelines. They are also appearing just off the German coast of the Baltic Sea. What is the secret mission of these vessels? Why do they often sail with their GPS turned off and armed special forces on board? And why is it so difficult for the police and military to act against them? An international team of journalists is investigating the Russian spy fleet and deciphering its Morse code.

The documentary "Putin's Fleet" was produced by Norddeutscher Rundfunk (NDR) as part of the international research project "Russian Spy Ships," in which, in addition to NDR, WDR, and Süddeutsche Zeitung, Belgium (VRT), the Netherlands (Pointer, KRO-NCRV), Norway (NRK), Finland (YLE), and Estonia (ERR) also participated.
