I think there is a story behind this:
Misaki never tells, anyone what's on his mind, like he would EVER tell Usagi-san what he was feeling. Misaki lies and beats around the bush, to make sure he never reviles his secrets. Misaki says "I don't love you" but that's not what he's thinking...But, after lying so much to the one he loves, he finally confesses, his love for Usagi-san.
