Roblox Rain & Snow Easy Tutorial (Particle Emitter)
There are some more complex ways to do this that involve scripting and allowing the rain/snow to not go through buildings but this is the simple way that only involves a particle emitter.
Feel free to mess around with the settings shown in the video (and below) to get the look you want.
