Encashment of LPR | Amendment in LPR Rule | New LPR Rules Punjab
Governor Punjab has amended Rule 17 of the leave rules 1981 and Rule 19 of the leave rules 1981. The amended rules are as under:
Rule 17:- ENCASHMENT OF REFUSED LEAVE PREPARATORY TO RETIREMENT
(1) If, in case of retirement on superannuation or voluntary retirement on completion of twenty-six years of qualifying service a civil servant cannot, for reasons of public service be granted leave preparatory to retirement duly applied for in sufficient time, he will in lieu thereof, be granted ***Leave pay, equal to initial pay of the pay scale, for the leave refused by the appointing authority subject to a maximum of three hundred and sixty-five days leave.
(2) Such leave can be sanctioned partly but the cash compensation shall be admissible for the actual period not exceeding three hundred and sixty-five days on a monthly basis.

(5) In case a civil servant on leave preparatory to retirement dies before completing three hundred and sixty-five days of such leave, his family shall be entitled to encashment of leave for the remaining period.
Explanation: - the term Family shall be as defined for the purpose of Family Pension.
(6) Encashment of Refused leave preparatory to retirement (LPR) not exceeding three hundred and sixty-five days and shall, for the entire period of leave refused for encashment, be applicable to a civil servant retired provided such leave is available at his credit subject to a maximum of three hundred and sixty-five days.
(6-A) The encashment of Refused LPR shall also be applicable to employees of the autonomous and semi-autonomous bodies under Administrative control of the Punjab Government which have adopted basic pay scales schemes and these rules in toto.
(6-B) If at any time during such period, any kind of leave is granted, the amount of cash compensation on account of leave pay shall be reduced by an amount equal to the leave pay for the period of leave so granted.
(6-C) Leave pay for the purpose of encashment of Refused LPR shall be computed equal to the respective initial pay scale.
(7) A Civil Servant who desired to get the benefit of encashment of LPR for the maximum period of three hundred and sixty-five days shall submit his written application to the appointing authority for grant of LPR, at least three months before the date of commencement of his LPR and if the appointing authority so refused his request, he shall be entitled to encashment of refused LPR for three hundred and sixty-five days equal to initial pay of basic pay scale:
Provided that the civil servant who compulsorily retired shall not be entitled to encashment of LPR.
