Are your wastegate's bad?
My 2007 335i was having issues with fully spooling on a pull, I check for vacuum leaks, found none, only a 30FF code and very poor spool. Pulled the vacuum lines to the turbos, pulled the downpipe's off, and check them for actuation, front turbo actuator was hanging up.
