The chrome 80 version was released on Feb 4th, if the version is not updated automatically go into Help and About Google Chrome to update the version, re-launch the chrome

Quieter notification permission prompts - this prevents sites from blasting you with spammy notification requests - which can now all be hidden under a omnibar

you can manually opt-in, Automated enrollment of these features will be enabled in further stable releases.

Search for Quieter notification permission prompts and enable the flag -- restart the browser

then Settings - -Privacy and Security -- Site Settings -- Notification -- Turn on Use Quieter messaging

Meanwhile, Google will also automatically enable Chrome’s quiet notification UI under two conditions:

Users who repeatedly deny notifications across websites will be automatically enrolled in the quieter notifications UI.
Sites with very low acceptance rates will be automatically enrolled in quieter prompts. They will be automatically unenrolled once the user experience is improved.

Another change is the "Heavy Ad Intervention" flag allows you automatically block any annoying web ads that eat up too much of your processor or memory.
