If you are going to use Rust, at least use Cargo's dependency management correctly.
If you need your mommy to tell you how to use cargo at work, I have bad news for you.
Say it with me: this tool should not be a hard dependency of your projects continuous delivery pipeline.
If somebody checks out the repo, giving them an error saying that this tool is not installed and the build has failed due to that is not the correct design of your build pipeline.
