NDDOT - "Talking Orange" PSAs (2000s, USA)
A late 2000s campaign from the North Dakota Department of Transportation, which predates the other talking orange you're probably thinking of by roughly 4 years.
H2M, the advertising agency behind the campaign, filed a lawsuit against the Annoying Orange creators, but it was dismissed with prejudice in 2015.
