As far as I can tell the two guys questioning the boy think that the boy is high. They are asking him..(they are speaking in an argot that I can barely understand)..something like: "Are you high? Did you take some pills?" (They call the pills '??????' = ?????? = 'wheels'..it's a badly distorted word, probably it could sound in English as 'welly' or something). "Why did you take the pills/wheels? How much of the wheels did you take?"..and so on is what they are asking him.
The boy's answers are rather unclear. He might just be too embarrassed by these guys:
"Guys: What would you like to do now?
Boy: To sing. (???? = 'piet', he pronounces it as '????' = 'pyat' = five)
Guys: Five? Did you take five wheels?
Boy: No. I want to sing!
Guys: Well, let's sing.
Boy: I'm afraid. I've forgotten the words.
Guys: Did you forget?
Boy: I still learn. I want to participate in the 'Talents Factory' (TV Show).
Guys: What is the song you want to sing there?
Boy: "The Sun".
Guys: Do you mean the 'The Sun' by Viktor Tsoy? ("?????? ?? ????? ??????" ?????? ???) • Кино - Звезда по имени Солнце (1989) with ...
Boy: Yes.
Guys: Will you play a guitar?
Boy: Yes.
Guys: Show me.
Boy: (Gesticulates like he's playing a guitar.)
Guys: Why are you taking 'wheels'?
Boy: What? What are the wheels?
Guys: You have shifty eyes. Why? Are you high?
Boy: No, I'm not.
Guys: Goodbye. Don't eat wheels. Wheels are evil.
Boy: Okay. Bye"
My Opinion: This 7 or 8 year old schoolboy was certainly NOT high on drugs! Not at all. The two guys who interrogated him were more likely to be on them.
