I have seen a lot of article claiming Windows 11 Home will require a Microsoft account and an internet connection to set up. The version I am testing on is Windows 11 home dev version, so things could change in the final release, but I very much doubt Microsoft with force people into Microsoft Account and stop them installing Windows 11 if they don't have internet connection, it just don't make sense.
