Can I edit Photos with Adobe Premiere Pro?

I really wanted to create an epic poster, similar to Zach Snyder DC Justice League Poster looked, but due to my lack of ability in Photoshop, I began wondering if it could be done in Adobe Premiere Pro. I did what most of us do, I searched on Youtube "How to make a Movie Poster in Adobe Premiere Pro?" And nothing relevant showed up. As far I could tell, people aren't using Adobe Premiere Pro for their graphic Design.
But I thought, I could still probably make this poster better and quicker in Premiere than I could in any other program just due to my skill level in that editing software.
So here it is, if anyone else is out there like me wanting to make a poster or a thumbnail or some sort of artwork in Priemere Pro - here's a sample that it can be done. But you and I should probably just learn photoshop eventually. :)
