There are many smartphone apps that allow you do that with great ease and flexibility but Lightroom Classic also offers a tool to export images with white (or any other colour) frames around them: the Print Module.
This video tutorial walks you through the necessary steps in the Print Module.
1. Taking a look at the Print Templates LR comes with.
2. Learn how to define your "frame" by creating a custom paper size in the Page Setup tab.
3. Creating and saving your User Template
4. Placing and sizing your photo using the Print Module
