Sky Towers: More Than Meets the Eye
Sky Towers is a puzzle of game and has more complexities than I thought. You try to create towers worth 21 points but every card has an effect. It has goal cards to accomplish last (not first) and then scores based on kites on the cards used and goals achieved -- not by completing the towers themselves.
This was a complementary copy with no requirement for coverage in any form.
