OTRS Tools: FillDB - A tool for testing.
In this video, you see a demonstration of an on-board tool for getting data into a test system, quick. This may not fit all your needs, but it does a good job creating a scenario so that you can test things like server load when searching, or how manageable a system is when you have a thousand users/groups/queues.
You can also use this to judge the time an upgrade will take.
