This is pretty much what you have to do in order to marry post-Chaos, not sure if there will be another wedding revamp in the future (but mostlikely).

1. Buy an engagement ring for 200k:
Moon Stone ring
Shining staring
Gold heart ring
Silver wing ring
Doesn't matter which one you choose since they all lost their effects with the Big Bang patch and you probably want to exchange it later for an attack ring with the commitment quests.
2. Enter your partner's name and let her/him accept
3. Buy a wedding ticket from the cash shop
I bought a premium wedding ticket since there was a 15% discount on it or so but they are normally 34,000NX. With a premium wedding ticket, you can invite more guests and enter the bonus map at the end of the wedding which is actually not worth it.
4. Party up with your spouse/fiance
5. Talk to NPC Sister Magaret to make reservations and set up your wishlist
6. Talk to the Priest, enter the map and wait for the guests to come in
7. If you are ready, talk to NPC Anna
