This video debunks the claims that Article 13 is not about filters, because it is! Lots of people think Article 13 isn't about filters but that’s what ‘Direct Responsibility (Direct Liability)’ will lead to. Platforms will do anything to avoid being sued because if this direct liability. Because there’s so much being uploaded, the only realistic option for platforms will be to use filters. Human intervention to analyse and assess all of the content being uploaded would kill the notion that people can freely create, upload and share without anyone looking over their shoulders. In comparison to the current system (notice & action system), these filters will need to kick in before upload, sand platforms will check everything you upload before allowing it to be online.
