Greedy Torrent gives a false upload report to the people who are monitoring your uploads. Since these settings are set to low uploads, Greedy Torrent does you a favor and sends reports to them. (i.e. Since I put 5.90 as the upload on Greedy Torrent, every time uTorrent has uploaded 1 megabyte, it sends the report to the monitors that 5.90 megabytes have been sent.) If you're caught trying not to upload while downloading, you'd get in trouble I guess.

Trackers are servers that help communication b/t you and other peers.. in other words.. it's like looking for more random people to see if they have the file you're trying to download.
