Make sure to have a good portion of the carpet completed. Finishing activities in YOUR world, adventure or campaign, they will appear on the carpet.
Escorting the children back to the orphanage unlocks the dialogue options for the NPC. Completing enough of the floor unlocks the dialogue option that infinitely loops. No other prerequisites are known.
This can be done at any location where the orphanage spawns. As shown in this video, I have the Palace Courtyard spawn, but this can also be found in from the Morrow Parish spawn too, and likely more reliably using that spawn.
Setup a macro to complete this entirely AFK exploit or bug.
