First of all, you need documentation. Take pictures of the entire unit before you move it, and then again when you leave. Also you should have done a walk through before you moved in noting everything that was wrong. So in case there was damage to the apartment, you can provide proof that it was there before you moved in. Then, if your landlord still refuses to return your security deposit, you can take him/her to small claims court.
