By definition, a Text Box is a Shape. A Text Box has specific formatting because it is working with Text. Nevertheless, a Text Box is still a Shape, with or without a bulleted list or a Title. Shapes have Outlines, Fill, and Styles. Shapes are formatted with the Drawing Tools.
