How I Export WordPress Database from phpMyAdmin
Besides manually backing up the whole file of WP site, I also export WordPress database from phpMyAdmin to make sure that I do have it.
I also use the automatic plugin backup, but whenever I change or modify some crucial files or plugin, I do export the database manually.

If it doesn't download the SQL file, you need to copy all the content, and paste it to your text editor, and save it as .sql file.
