What if Pokémon couldn't evolve? | Pokémon Red Custom ROM
Let's try a ROM hack where all Pokémon are first stages only! If all the gym leaders and trainers had unevolved Pokémon, how hard would the game be for Togepi?
The rules:
1. Only my starter in battle
2. No battle items
3. No exploits or cheats
4. No TM 32 until level 100
5. Field moves and HMs are allowed
