Using Adobe photoshop, patterns and shapes can be used to create background effects. its just a matter of creating new document with a specific size then with a blank layer , make or choose a color that ca distinguish between your art and the background . you can use any of those shape tools to create any shape to used as a background light pattern. Gray white or black can be used so as when changing the blend mode you can have it like light on the background .Very easy.
