Sonic 4 Mod Loader Quick Installation Guide
I recorded it on Ubuntu, but the steps on Windows should be almost the same.
A note for Linux users: you can use either Wine or Mono to run Mod Loader and other its components, but you'll still have to run it through Wine/Proton to play the game.
