If you want this to work, you need to install the Transfer settlement mod:

Remember to backup your saves. You propably need to put the *.json file in manually, in my computer it was in folder:
SteamLibrary\steamapps\common\Fallout 4\Data\F4SE\Plugins\TransferSettlements\blueprints\2
To use the transfer mod, just go into the vault 88 lot and use your Pipboy, find [Settings]Transfer settlement program in misc inventory folder.
When using this transfer settlement mod, remember to nuke your old settlement first, or manually delete everything you have built first (nuking might take a while). You need to install and build waterfalls separately, it didn't show in my game or they were not in my original build.
You need probably all Dlc:s for this to work.
Description:
Hi! This is my first Vault 88 built, almost completed. I built this nearly to my computer limit. There are 23 people living here and 8 individual apartments, 2 barracks, 2 overseer's offices, a working factory (for ammo, weapons and clothing), a scrap shop, 2 shops, a clinic, a cafeteria, many lavatories and a gym.
This building is like a huge luxurious mall where people from the Commonwealth can go to shopping.
The main idea was that I tried to make the atrium as large and well lit as possible, because people are living underground so they could get an outside feel underground without feeling cramped and living as luxuriously as could in a post apocalyptic world.
