Update Sep 1, 2024 - Regarding Visa. As of this Date, there is no Visa exemptions for NRN Citizenship Card Holders. So even if you have NRN Citizenship, you still need to make sure you have valid Visa for the duration of your stay in Nepal. Department of Immigration says they have not received any notice about Visa Exemptions for NRN Citizens.

Update Sep 1, 2024 - Regarding Signature, according to the the Helpdesk at DAO, the signature in the NRN Citizenship Card is optional since the Card already has fingerprints, but you can choose to sign in Nepali or English.
