Background Info:
The Teen Titans are a fictional superhero team appearing in Comic Books published by DC Comics (Detective comics). Its members are made up of (yup you guessed it) Teenage heros, and a core theme of the series is kids learning to take on adult roles and being the leader of their own story.

Film Synopsis:
After the fall of the original Titans Program, Tim Drake and Wally West (AKA Robin and Kid Flash) take up a mission of their own in hopes to revive the side-kick society they once knew. Together, they will try and stop a weapons deal that, in the wrong hands, could create destructive consequences.
