In the fall of 1998, the duty officer of the Internal Troops in one of Russia's districts received an urgent message: "At dawn, an attack was carried out on the weapons depot of one of the Internal Troops units. The guards guarding the depot resisted and were killed."

Fifty small arms and a large quantity of ammunition, including 22 mines of various types, were stolen from the depot, clearly indicating a plot to sabotage or commit a terrorist act. An operational headquarters under the command of Lieutenant Colonel Sergei Daneko was established to investigate the crime and find the attackers. An hour later, information arrived from the FSB. According to their theory, the seizure of the weapons and ammunition may be connected to Chechen militants preparing large-scale terrorist attacks in cities in Central Russia.

A special forces group "Rosich" under the command of Captain Vadim Laktionov was dispatched to carry out combat missions to search for and apprehend the perpetrators.
