In this video I demonstrate how to geographically restrict the search results coming from the ArcGIS World Geocoder. If you are only working in a single country or area it is not necessary to return search results from other countries e.g. your project is in France and if you type in Paris you do not expect a result from Texas!
At the end of the video I show how ArcGIS Pro can make use of your locator from ArcGIS OnLine (or indeed Portal).
