Troubleshooting:
Is the phone rooted? Samba Filesharing requires root permissions.
What version of Android is it running? It currently only works up to Android 4.0.x (ICS). Apparently there are issues on Android 4.1.↑ (JellyBean).
Double-check the wifi whitelist settings. -You can also dump a logfile to SD card in the settings menu which might show what it's having trouble with.

This video briefly covers installing, setting up, and accessing Samba Filesharing on an android device, from a Windows (or SMB capable) PC or device. This is useful for quickly getting files to and from your phone or tablet, from within your desktop file explorer, over a local network. It even works with one device acting as a local hotspot, so there's no need to find a local Access Point!
As this is a 'server' feature, there are a couple of requirements :
Your Android device must already be rooted.
Superuser 2.3.6.2 or later installed (available on Market).
