Kingston Forward - CNU Charter Award 2024
Kingston Forward is a citywide form-based zoning ordinance unanimously adopted on August 2, 2023. Kingston is now one of only a few communities nationally that have entirely replaced their old zoning regulations with a Form Based Code. Founded in 1652, Kingston was the first capital of New York. Located on the Hudson River, there are historic town centers along Broadway and in the Uptown and Rondout areas. Urban renewal in the 1960’s led to the razing of hundreds of buildings, and many residents and businesses within the tight-knit walkable community were forced to relocate. The zoning code adopted at the same time did not align with Kingston’s historic town-building tradition. The city's strong pro-housing commitment was at the forefront of the initiative. The new code repealed minimum parking requirements and eliminated single-family zoning citywide, and re-legalized accessory dwellings, mixed-use buildings, and "missing middle" building types like duplexes and rowhouses that were common in historic Kingston.
