When we use ‘by the time’ we refer to the time between talking about an action, and that action happening. ‘By the time’ can be at the beginning of the sentence or in the middle of the sentence.
If you need to speak about the past, you can use ‘by the time’ + ‘something happened’. We can also use ‘by then’ or ‘by that time’.
