There is now a perk which grants you special ammo on demand, and that demand is incredibly easy to achieve. Sharp harvest currently only rolls on a few legendary swords but if you see it drop you must try it out. 3 light attacks grants special ammo directly to your weapons. This can be repeated over and over without cooldowns not to mention theres some methods which can bypass the need to even expend sword ammo to gain special!
