Lucas Grey is almost within reach now, but in the meantime the ICA might as well take care of the militia's top man in the east, ex-pirate Wazir Kale a.k.a. The Maelstrom and his two lifelong partners in crime, Dawood Rangan and Vanya Shah, all currently residing in Mumbai.
Dawood Rangan is filming a movie in his unfinished tower while Vanya Shah is ruling over the slums near the abandoned train station, but locating Kale himself might pose a bit of a problem. Maybe 47 could get some assistance with this mission from a local colleague.
