NAHIDA HIDDEN PASSIVE SKILL!
I've discovered that even if it's within range (and there is a maximum range she can reach), there has to be nothing blocking the way for her to collect materials. I was really surprised to find the hidden part of the skill so quickly! It's awesome that they even added voice lines for them.
