to enable windows store services run those cmds in cmd.exe with admin:
reg add "HKLM\System\CurrentControlSet\Services\NgcSvc" /v "Start" /t REG_DWORD /d "2" /f
reg add "HKLM\System\CurrentControlSet\Services\NgcCtnrSvc" /v "Start" /t REG_DWORD /d "2" /f
run services.msc, enable those services also:
PushToInstall, Windows PushToInstall Service,
TokenBroker, Web Account Manager,
WebClient, WebClient,
NgcSvc, Microsoft Passport,
NgcCtnrSvc, Microsoft Passport Container,
wlidsvc, Microsoft Account Sign-in Assistant,
