A U.S. military document has been uncovered which seems to detail a U.S. Army plan for detaining "political activists" at re-education camps. These camps would be staffed by military-hired "PSYOP" officers in both the U.S.A. and overseas.
RT reports that the document has been posted by Alex Jones of Infowars.com and details can be seen on the PublicIntelligence.net website.
It's also been noted the original story came from this video uploaded by user Endthelie.
The document is also listed on the U.S. Military's Doctrine and Training publications website, but it is not possible to access the .pdf from that page, as it requires higher security to view. Thus it cannot be verified and authenticated with the copy displayed on the publicintelligence.net website.
What can be viewed appears to be copy of a U.S. military manual entitled "FM 3-39.40 Internment and Resettlement Operations".
The manual seems to offer Defense Department personnel instructions on how to deal with the imprisonment of anyone considered an enemy to the American "way of life". The document further tells how to "indoctrinate" persons with an "appreciation of US policies and actions" through psychological warfare.
The document is dated February 2010, but has only recently been leaked online.
The title page of this manual warns that the contents of the 326 pages are to be distributed to U.S. Defense Department and its contractors only. It states that the document must be "destroy[ed] by any method that will prevent disclosure of contents or construction of the document."
To quote the first page of the document: "This manual addresses I/R [Internment and Resettlement] operations across the spectrum of conflict, specifically the doctrinal paradigm shift from traditional enemy prisoner of war (EPW) operations to the broader and more inclusive requirements of detainee operations,"
The document then goes on to lay out the methods of brainwashing of, and psychological warfare against persons as applying to "U.S. military prisoners, and multiple categories of detainees (civilian internees [CIs], retained personnel [RP], and enemy combatants), while resettlement operations are focused on multiple categories of dislocated civilians (DCs)."
Reading on, the manual then describes categories of personnel to whom certain guidelines in the document apply. For example, a detainee is any person captured by an armed force, however does not include people held for law enforcement purposes, except where the U.S. is the occupying power.
When referring to civilians, these internees are described as anyone "interned during armed conflict, occupation, or other military operation for security reasons, for protection, or because he or she committed an offense against the detaining power."
The document further reads: "An adaptive enemy will manipulate populations that are hostile to U.S. intent by instigating mass civil disobedience, directing criminal activity, masking their operations in urban and other complex terrain, maintaining an indistinguishable presence through cultural anonymity and actively seeking the traditional sanctuary of protected areas as defined by the rules of land warfare. "
"Commanders will use technology and conduct police intelligence operations to influence and control populations, evacuate detainees and, conclusively, transition rehabilitative and reconciliation operations to other functional agencies."
Infowars.com states about the manual and its authenticity: "We have exhaustively documented preparations for the mass internment of citizens inside America, but this is the first time that language concerning the re-education of detainees, in particular political activists, has cropped up in our research."
Reading through the document, the Department of Defense outlines methods of detaining U.S. military prisoners captured from both "battlefield and non-battlefield confinement".
It outlines how to rehabilitate these prisoners to "ensure a successful return to society" and also "psychological operations (PSYOP) practices and procedures to support I/R operations."
From around page 56 of the document, the authors then lay out the role of psychological operations officers in regard to internment and resettlement. It explains that they will be responsible for developing methods which are designed "to pacify and acclimate detainees or DCs to accept U.S. I/R facility authority and regulations." ...
